What is compulsory training in Portugal?
Legislation in Portugal establishes clear requirements regarding the mandatory training that companies must provide to their employees.
Law no. 93/2019, of September 4, and the Labor Code are legal instruments that regulate this issue.
Mandatory training can vary depending on the company’s sector of activity and the specific conditions of the work carried out.
Legislation lays down general requirements, but the exact nature of mandatory training can be determined by various ordinances, regulations and collective bargaining agreements.
It is therefore crucial to consult the sector-specific legislation and regulations applicable to your company for precise guidelines on mandatory training.
Generally speaking, the employer should prepare the company’s Training Plan together with the employees by surveying training needs and drawing up a plan.
The law makes it compulsory for all companies to provide at least 40 hours of continuous training per year to 10% of their employees.
In the case of fixed-term employment contracts lasting three months or more, the number of hours of training each year is proportional to the duration of the contract in that year.

For the employee, training hours are paid as normal working hours since they should, whenever possible, be included in working hours.
There is no cost to the employee for the training, and the employer is obliged to pay for all employee training costs.
Can I get funding to train my employees?
Companies can choose to explore available financing methods, such as the Cheque-Formação, a direct training financing measure created by the IEFP.
The amount of funding can be up to 90% of the total value of the training.
