Self-protection measures: everything you need to know

What are self-protection measures (SPM)?

Self-protection measures (SPM) are a fundamental component of fire safety in buildings.

However, there are still many companies that don’t have MAPs or haven’t implemented them effectively.
But what are MAPs?

They consist of general principles for preventing emergencies and are intended to reduce the likelihood of fires occurring, minimize their effects and damage to people and/or property, ensure that CIS resources are ready for use in the event of a fire, and ensure that the evacuation of premises is carried out safely.

Which buildings are required to have self-protection measures?

All buildings and enclosures (with the exception of dwellings – interior spaces).

Who is responsible for ensuring that a building/premises has self-protection measures in place?

  • The owner, if the building or premises are in their possession;

  • The entity responsible for operating the building;

  • Management entities, in the event that the buildings or premises have common spaces, shared spaces or collective services, and their responsibility is limited to these.

You must ensure that you have the Self-Protection Measures in place, not only because of their special importance for the safety of people and property, but also because their non-existence or poor implementation can lead to fines.

Who can draw up self-protection measures?

SEPRI has senior technicians with the appropriate qualifications to draw up and sign SCIE Projects and Self-Protection Measures for listed buildings and enclosures.
You can request our service by sending an e-mail to comunicacao@sepri.pt or calling 253 271 525.

What documents are needed to request the preparation of self-protection measures?

When you ask an external entity such as SEPRI to draw up the Self-Protection Measures, you will need to send the following documents.

1 – License to use the establishment (mandatory)

2 – Caderneta Predial of the establishment (mandatory)

3 – Fire safety project approved by the ANPC (preferably in an editable version)

If you don’t have any of these documents you should contact us to see how we can best resolve the situation.

Who monitors the existence and implementation of self-protection measures?

The National Emergency and Civil Protection Authority or an entity accredited by it.
