Site Safety Coordination – everything you need to know

Whose responsibility is it to ensure Safety Coordination on site?

▪️ It is the responsibility of owner ensures safety coordination on site.
Site safety coordination can be carried out by a certified external entity such as SEPRI.

 

Do all works require Safety Coordination?

▪️ Yes, all works where two or more companies are involved in the execution of the work, including the executing entity and subcontractors, are required to have a Safety Coordinator in order to comply with DL no. 273/2003, of October 29.

What are the duties of the safety coordinator?

a) Assisting the developer in drawing up and updating the prior notification provided for in Article 15; 

b) To assess the development and changes to the health and safety plan for the execution of the work and, if necessary, to propose the appropriate changes to the executing entity with a view to their technical validation; 

c) Analyze the suitability of the safety procedure sheets and, if necessary, propose the appropriate changes to the executing entity; 

d) Checking the coordination of the activities of companies and self-employed workers working on the site, with a view to preventing occupational risks; 

e) Promoting and verifying compliance with the health and safety plan, as well as with the other obligations of the executing entity, subcontractors and self-employed workers, in particular with regard to the organization of the site, the emergency system, the constraints on the site and the surrounding area, work involving special risks, special construction processes, activities that may be incompatible in time or space and the communication system between those involved in the work; 

f) Coordinating the control of the correct application of working methods, insofar as they have an influence on safety and health at work; 

g) Promote the reciprocal dissemination of information on occupational risks and their prevention among all those involved on site; 

h) Record health and safety coordination activities in the work book, under the terms of the applicable legal regime or, failing that, in accordance with an appropriate record system that must be established for the work; 

i) Ensure that the executing entity takes the necessary measures to ensure that access to the site is reserved for authorized persons; 

j) Regularly inform the client of the results of the health and safety assessment carried out on site; 

l) Informing the owner of the work of the latter’s responsibilities under this law; 

m) Analyze the causes of serious accidents that occur on site; 

n) Integrate into the technical compilation of the work the elements resulting from the execution of the work that are not included in it.
